Active Marine Services has surveyed, adjusted claims on, and consulted about vessels on the BC coast since 1988. The practice is now led by Graham Cole, building on the foundation Tony Toxopeus laid.
Active Marine Services was founded by Captain Anthony "Tony" Toxopeus, Vancouver's first Accredited Marine Surveyor and a member of the Society of Accredited Marine Surveyors (SAMS) since 1988. Over more than thirty years, Tony surveyed and adjusted claims on vessels ranging from small pleasure craft to ships and barges, from the Gulf Islands to the Arctic.
His background as a Canadian Coast Guard officer, a Licensed Master with a DSC endorsement, and a court-recognized expert in marine incidents shaped a practice built on careful, plain-spoken assessment — the kind clients could rely on when a decision, a claim, or a court case depended on getting it right.
Graham Cole has taken on the practice, continuing the same standard of independent, thorough marine surveying and claims work for owners, underwriters, lenders and legal professionals across British Columbia and the wider West Coast.
The name, the approach, and the commitment to giving clients a straight answer about the condition of a vessel remain the same. What Tony built, Graham carries forward.
